From Internet Explorer right click -> View Source. This opens Notepad.

From Notepad use File -> Open to open Explorer.

In Explorer right click Computer -> New Window to open a full explorer window

In Folder & Search Options click “Show All Folders” to override folder hiding.

Click “Uninstall a Program” and then back to force changes to take effect.

Use Custom Search in Explorer search bar to browse to System32 and then right click and send to desktop.

Change shortcut you just created to point to cmd.exe

Open Internet Explorer and drag the cmd.exe shortcut onto it, then save it wherever you want.

Change the name of the shortcut to match another shortcut that is whitelisted in the same location.

Create a shortcut to the renamed command prompt and append /k command (where command is the command to be run). This defeats the command prompt disable GPO.
